If you are a citizen with a concern about a property within the Borough, please see below:

  • All concerns must be visible from the public right of way to be enforceable. If the issue is not visible from the public right of way, please state if you are giving the Inspector permission to come on to your property to view the issue.
  • The Borough inspectors do not have access to property line information. Should you need your property lines marked, you will need to hire a surveyor. If you believe your neighbor is infringing on your property lines (fence, shed and / or wall, etc) that is a civil issue that is not mediated by our department.

If you are a tenant with concerns about your rental property, please see below:

  • Any concerns shall first be addressed with the property owner or property maintenance company / manager. Should you receive no resolution from that contact, please proceed.
  • Our office does not mediate lease disputes. Please check your lease carefully so you're familiar with your responsibilities versus the property owner's responsibilities.
  • Regarding smoke alarms and carbon monoxide detectors (where applicable) - it is the property owner or property maintenance company / manager's responsibility to provide you with the device where required. It is the tenant's responsibility to maintain that unit (replace battery when needed, etc).
Trash & Debris
Overview

Exterior property and premises shall be maintained in a clean, safe and sanitary condition. Trash & debris must be disposed of in approved containers. Please do not use this section for animal waste (see Animals : Animal waste / odors). Please note that children's toys are not considered trash & debris. Please include details of your concerns at a property, including location (front, side or rear yard, etc) and a brief description (loose trash, construction debris, etc). The issue(s) must be visible from the public right of way.

Bulk Item - relates to large items that may be not picked up by the trash company if certain conditions are not met. For example, a mattress must be enclosed in a plastic bag, larger items must be broken down and placed in approved containers when possible, some bulk items may require a sticker to be purchased from the Finance department, etc.

Illegal dumping - any items dumped illegally on a property is that property owner's responsibility to have removed. Should you have evidence (video recording, discarded mail, etc) relating to the illegally dumped item(s), please contact the Police Department.

Overview

The exterior of a structure must be maintained in good repair, structurally sound and sanitary. Please specify your concern relating to the exterior of the property itself, including but not limited to: peeling paint, structural damage, rotting wood, missing or broken windows, decks in disrepair and / or chimney concerns. Please specify where the issue(s) is located (front, side or rear yard, etc). The issue(s) must be visible from the public right of way.

If a property is unsecured, please contact the Police Department.

Trees & Bushes - can only be addressed if they are visually or physically impeding the public right of way.

Sidewalks & curbs - must be kept in a proper state of repair and maintained free from hazardous conditions as relates to the public right of way.

Accessory structures - including but not limited to: detached garages, fences and walls, shall be maintained structurally sound and in good repair.

Swimming pools, hot tubs & spas - must be maintained in a clean and sanitary condition and in good repair.

Please specify the location of the sewer back up or runoff concern. Please note that sump pump discharge between neighboring properties is a civil issue and is not mediated by this department.
